A strange doppleganger of Carter (Hawkman) Hall attacks the noonday Midway City populace with tear gas and starts the Mighty Mite and the Aerial Ace on one of their strangest adventures yet. When Ray (the Atom) Palmer confronts the lookalike, he disappears leaving behind a strange Hindu mystic symbol. Despite what the Atom saw, the police take Hall in as a suspect. In a strange twist of justice, Hawkman vouches for himself as Carter Hall and gains his own release, and he and the Atom make their way to India to track the mysterious attacker.

There, they are assailed by a blind giant identifying himself as Brahma, the Lord of Light. With Hawkgirl's help, the Atom and Hawkman battle him to a standstill but soon fall into the lair of two other gods from the Hindu mythology: Shiva, God of Destruction and Vishnu, God of Restoration. Shiva reveals that he controls the other two via magical spells and with his army of faceless warriors capable of assuming the physical aspect of anyone they encounter, he intends to punish mankind for assigning them to a Limbo dimension. However, together, Hawkman, the Atom and Hawkgirl defeat Shiva and free Brahma and Vishnu from his control just in time to save humanity!
